Sustainable Deconstruction in Boulder
The City of Boulder regulates waste reuse and recycling for both commercial and residential construction and deconstruction projects. The guidelines are listed below, as outlined in the documents: 2020 Energy Conservation Code and Ordinance 8366.
What projects must you sustainably deconstruct?
All projects involving major alterations to either a commercial or residential site (called Level 4 Alterations) need to meet the requirements listed below.
Alteration Levels
Level 1 Alteration | Alteration with scope that includes the removal and replacement or the covering of existing materials, elements, equipment, or fixtures using new material, elements, equipment or fixtures that serve the same purpose. |
Level 2 Alteration | Alteration with scope that includes the reconfiguration of space, the addition or elimination of any door or window, the reconfiguration or extension of any system, or the installation of any additional equipment. |
Level 3 Alteration | Alteration where the work area exceeds 50% of the building area. |
Level 4 Alteration | An alteration where the work area exceeds 50% of the building area, mechanical and lighting systems are substantially replaced, and the alteration meets the criteria of substantial structural alteration, including fenestration replacement. |

Recycling, Reuse and Donation Requirements
- Create a sustainable deconstruction plan prior to applying for a demolition permit.
- Divert 75% of the materials generated from deconstruction projects, by weight, from the landfill.
- This includes concrete and asphalt. A minimum of three material types must be diverted (e.g., glass, metal, structural wood and electronics).
- Submit a refundable deconstruction deposit of 1 dollar per square foot of the structure being taken down, with a $1,500 minimum.
- Pay a $219 non-refundable administrative fee.
